Dear Sir or Madam,
We invite you to participate in a new event in the railway sector – the RAILWAY TELECOMMUNICATIONS CONGRESS – a conference dedicated to the digitalization and transformation of IT networks in the railway sector, telecommunication solutions in railway infrastructure (GSM‑R, signalling systems, passenger information systems, monitoring systems, cable networks), telecommunication systems in rolling stock, as well as the legal and certification framework for placing telecommunication equipment on the market and maintaining it in railway operations.

THE CHALLENGES OF DIGITALIZATION AND DIRECTIONS FOR DEVELOPMENT AND INVESTMENT IN IT NETWORKS FOR RAILWAYS.

All systems supporting railway operations rely on an IT network platform dedicated to the rail sector. For this reason, we will begin with an analysis and discussion of how an optimal IT network platform for the Polish railways should be designed, what the current state is, and what investment plans are being developed by the PKP Group and PKP Polskie Linie Kolejowe.

The digital transformation of the PKP PLK network, investments in IT infrastructure, GSM‑R, and modern technologies related to cybersecurity, data centers, and telecommunication systems will be presented by Paweł Dobosz, Management Board Plenipotentiary for Teletechnics and Communications at PKP PLK S.A. (PKP Polish Railway Lines)

The IT strategy, development plans, and planned IT investments of the PKP Group (Polish State Railways Company) will be discussed by Filip Chrzanowski, Director of the Strategy Division at PKP S.A., and Paweł Chwiećko, Director of the Digitalization and New Technologies Office at PKP S.A.

CERTIFICATION AND REGULATORY-LEGAL CONDITIONS OF RAILWAY TELECOMMUNICATION SYSTEMS.

We will examine the certification and regulatory‑legal framework governing the railway telecommunication market. In the coming years, new European legal acts will enter into force – the NIS2 Directive and the Cyber Resilience Act – which impose numerous new cybersecurity and resilience obligations on manufacturers and solution providers, as well as on railway undertakings and infrastructure managers.

We will also analyse the legal requirements for placing new telecommunication devices on the market, in particular the rules for obtaining UTK type‑approval certificates and PKP PLK approval certificates. We will look closely at the responsibilities of the manufacturer, the investment contractor, and the device operator in cases where approval is missing or when an approved device does not function properly.

These topics will be discussed by experts: attorney Michał Zięba, Managing Partner at Hanton law firm, and Robert Dąbrowski, Director for Implementations and Certification at Quality Management Service.

TRANSFORMATION OF RAILWAY TELECOMMUNICATION NETWORKS. DEVELOPMENT DIRECTIONS AND NEW TECHNOLOGIES.

We will examine the current state of the telecommunications network in the Polish railway system. We will discuss the direction of its future development, the role that the traditional fibre‑optic network will play in this process, and the role of new 5G mobile technologies. Among the speakers will be, among others, Paweł Niedzielski, Sales Director at NOKIA Solutions and Networks.

CHALLENGES OF TELECOMMUNICATIONS INVESTMENTS FROM THE CONTRACTORS’ PERSPECTIVE.

Telecommunications engineering is one of the most challenging components of a railway investment project and is often a source of disputes between the Contracting Authority and the Contractor, as well as between the Contractor and specialised subcontractors. Experienced experts – including Eng. Michał Lempkowski, Managing Partner at CCM – will present the principles of administering a telecommunication contract in the areas of investment delivery management, cost control and project progress monitoring, claim management, and mitigation of contractual penalties and disputes.

In the next part, the contractor of the largest ongoing CSDiP implementation project in the Warsaw Metropolitan Area – Orange – will share its practical experience in delivering complex and sophisticated telecommunication systems for the railway sector. Presentations will be delivered by Jerzy Moskwa, Sales Director at Orange Polska, and Marcin Stankowski, CSDiP Contract Director for the Warsaw Metropolitan Area.

INNOVATIVE SOLUTIONS IN RAILWAY TRAFFIC CONTROL SYSTEMS.

In the next part of the conference, Piotr Wulgaris PhD, an experienced expert in telecommunication technologies and railway infrastructure (currently a specialist at NASK), will discuss the development experience of high-speed rail (HSR) systems and the ETCS system in Europe (France, Spain, Germany, Italy), the cyber threats related to ETCS, GSM-R and vehicle control, and will present proposed solutions for the Polish market.

INNOVATIVE SOLUTIONS AND NEW TECHNOLOGIES IN VIDEO SURVEILLANCE SYSTEMS.

New technologies and IoT/AI solutions make it possible to implement new services based on video‑monitoring systems. We will discuss PSIM (Physical Security Information Management) solutions, passenger‑flow management, and new services enabled by data analytics from video‑monitoring systems.

PKP’s experience and plans for using video‑monitoring and PSIM to efficiently manage passenger flows and ensure safety in railway facilities will be presented by Michał Zagalski, Director of the Security Office at PKP S.A., and Grzegorz Tokarski, Deputy Director of the Security Office at PKP S.A.

NEW IPI-6 GUIDELINES, INNOVATIVE SOLUTIONS, AND NEW TECHNOLOGIES IN PASSENGER INFORMATION SYSTEMS.

The new IPI‑6 guidelines issued by PKP PLK have introduced numerous technological requirements for existing devices, new configurations and quantities of equipment installed on platforms, preferences for LED technology, and new ePaper‑based devices intended for lower‑category stations. We will examine how leading manufacturers have adapted their product portfolios to these new requirements and what challenges this process entails. Innovative solutions will be presented by Ireneusz Pasik from Sat-System.

INNOVATIVE SOLUTIONS AND NEW TECHNOLOGIES IN RAILWAY COMMUNICATION SYSTEMS.

The operational testing of the GSM‑R communication system is underway on railway line No. 9 (Warsaw–Gdańsk). We will review the first conclusions and operational experiences with GSM‑R. While awaiting further infrastructure development and the full deployment of the new system, the Polish railway sector must continue to rely on existing digital and analogue railway communication systems. Leading SLK solution providers will present new technologies and innovations in both wired communication (dispatch, level‑crossing, station‑operation systems) and wireless communication (train, shunting, and area communication).

Statute

  1. The organizer of the conference is Adventure Consulting Sp. z o.o., based in Warsaw, ul. Żołny 49 A, entered into the Register of Entrepreneurs of the National Court Register by the District Court for the Capital City of Warsaw, 13th Commercial Division of the National Court Register under the number KRS 0000222426, NIP: 951-212-74-87, REGON: 015879970, with a share capital of PLN 50,000.00 (“Organizer”).
  2. A condition for participation in the conference is the completion of the electronic registration form available on the Organizer’s website and its confirmation by activating the dedicated button “Pay On-Line (Pay-U)” or “Request a Pro Forma Invoice” (which means sending it to the Organizer), or downloading, completing, and returning the signed PDF form (signed by authorized persons) to the Organizer’s email address provided on the conference website (“Registration”), as well as making the payment for participation in the conference no later than February 20, 2026.
  3. Completing the electronic registration form available on the Organizer’s website, and then confirming the Registration by activating the dedicated button “Pay On-Line (Pay-U)” or “Request a Pro Forma Invoice,” or downloading, completing, and returning the signed PDF form (signed by authorized persons) to the Organizer’s email address provided on the conference website, is equivalent to concluding an agreement with the Organizer by the entity indicated in the Registration as the registering entity, the subject of which is to enable the persons indicated in the Registration to participate in the conference. Based on the Registration, the Organizer issues and sends a pro forma invoice or a VAT invoice to the email address indicated in the Registration.
  4. The person submitting the Registration, acting on behalf of and for the benefit of other persons, should hold appropriate authorization or power of attorney to do so and should present it to the Organizer. Otherwise, the Organizer reserves the right to refuse acceptance of the Registration.
  5. The person submitting the Registration bears responsibility for the statements made during the Registration procedure.
  6. The condition for admission to the conference is a correctly completed Registration and payment made by February 20, 2026.
  7. In the event that participation registration cannot be accepted due to all seats being filled, the full amount paid to the Organizer’s account will be refunded within 7 days.
  8. Withdrawal of the Registration is possible only in written form no later than February 20, 2026. In the case of withdrawal after this date, the Organizer will not refund the paid amount.
  9. Failure to cancel participation by February 20, 2026, and absence at the conference will result in the full participation fee being charged.
  10. In the event that the conference is canceled due to the Organizer’s fault, the registrant will receive a full refund within 14 days.
  11. The Organizers reserve the right to change the order, subject matter, or speakers of individual presentations.
  12. The participation fee includes attendance at the conference, conference materials, coffee breaks, and lunch.
